State Legislatures Ramp up Recycling Activity

To kick off 2012, state legislatures are actively introducing legislation that encourages beverage container recycling. Currently, 26 legislatures have convened, with 40 states expected to be in Session by the end of January.

A proposal in the Vermont legislature would expand the state´s bottle bill to include noncarbonated beverages and wine. If approved, nearly all beverage containers (with the exception of milk) would carry a 5 cent deposit. The legislation would also require beverage manufacturers and distributors to return unredeemed deposits to the state.

New legislation in New York would require all unredeemed deposits from the container deposit law to be returned to the state's environmental protection fund. This diversion would be staggered over a period of several years, with 100% of unredeemed deposits directed there by 2016.

The South Carolina legislature resumed activity this week, and the House is expected to consider a Senate passed bill that would mandate beverage container recycling at bars and restaurants. This type of "on-premise" recycling is already required in North Carolina, and that state has experienced a significant increase in overall glass recycling.

GPI also anticipates that legislation dealing with extended producer responsibility (EPR) will be introduced and considered at the state level. One objective of EPR legislation is to identify new ways to pay for collection and recycling of beverage containers and other commonly recycled materials. Stay tuned.

 

Report Finds U.S. Recycling Collection System Wanting

To close the loop on material recovery, the U.S. will need to make improvements in its recycling collection methods, according to a 2012 GreenBlue report, Closing the Loop: Road Map for Effective Material Value Recovery.

The report analyzes international packaging recovery systems and presents a series of snapshots of advanced recycling systems and best practices that could improve recovery in the US. This includes a harmonized systems approach for all packaging materials, formats, and end-of-life options; four- or five-bin collection systems for high-quality materials; investment in state of the art sorting technology; and clear and nationally-coordinated waste policies, including extended producer responsibility legislation.

 

U.S. FDA to Decide on BPA Ban by March 2012

The U.S. Food and Drug Administration has committed to decide by Mar. 31, 2012 whether bisphenol-A (BPA), a chemical linked to effects on the brain in developing babies, infants and young children, should be banned from use in packaging for food and drinks. After a three-year delay, the agency agreed to address the use of BPA as part of a settlement reached with the Natural Resources Defense Council. More

 

Kansas City Boosts Closed-Loop Glass Recycling Rate

Ripple Glass has expanded it purple drop-off bins across the Kansas City, MO metro area in the past two years boosting the local glass recycling rate from 5% to 16%. And Ripple is now targeting local restaurants as a source for recycled glass bottles. Watch the news video to see how all the collected glass is returned to new glass bottles or fiberglass.
